Present International Situation and Our Tasks
INTETRNATIONAL CIRCUMSTANCES

1. After the World War I, a socialist revolution took place in Russia and after the World War II, the socialist system was established in a great part of the world. But in the decade of the 50s, particularly after the counter-revolution in Russia, gradually the
socialist systems came into an end one after another in the former socialist countries. The fall of socialist system in the Soviet Union and other
socialist countries was a great loss for the exploited, oppressed and working peoples as well as for the world revolutionary movement. The capitalist system has established its worldwide domination. As a result, there is a great setback to the socialist, new´democratic or national liberation movement in the world. However, the objective ground of the revolution has not yet terminated and cannot be terminated by any power and but is the material conditions which determines the development to the history and that is the capitalist system itself buy... productive for us socialist character the globalization is acceleratin the process as a result of it the contradiction between social character of productive forces and private ownership of means of production is being more and more in tensified. This contradiction prepares the objective ground for the socialist revolution and makes the victory of socialism inevitable. Therefore, the fall of the world socialist system or the present
weak position of socialist movement is only a temporary phenomenon.


2. The contradictions between oppressed nations and
imperialism, labor and capital as well as
imperialistic forces are the fundamental
contradictions of the present day world. Among them
the first one, i. e., the contradiction between the
oppressed nations and imperialism is the main
contradiction of the present day world. At present,
Asia, Africa and Latin America are the main centers of
the revolution. Although the fall of socialism in the
former socialist countries has negative effect on the
world liberation movement temporarily, the worldwide
growing revolutionary struggle has been preparing
grounds for the bright future in the world. Besides,
in the developed capitalist countries themselves, the
contradiction between labor and capital is growing in
the past years. In these countries, the class struggle
of workers against capitalism is growing. In addition
to the increasingly grwoing economic crisis within
capitalism, the oppression and exploitation of workers
have increased more. On the contrary, workers' real
wages and their facilities are reducing. Theproduction is deteriorating and unemployment is
increasing. As a result of all these factors, the
life of the workers has become more difficult and for
them there is a need to speed up their class struggle.
Besides, the struggle of the workers in the developed
capitalist countries against the exploitation,
oppression, interference and war of imperialist
countries against other countries has also grown. In
the past, the trend towards this direction appeared in
a massive way in the developed capitalist countries.
It is sure that the solidarity which is established in
the revolutionary movement of the oppressed nations
and developed capitalist countries will give a birth
to a revolutionary tide in a worldwide scale against
all reactionaries.
3. The American imperialism has been extending its
interference and its domination in a worldwide scale.
The US has been following a policy to pressurise,
interfere or invade in Iraq, Cuba, Palestine, China,
North Korea, Libya, India is Asia and many other
countries of Africa, and Latin America. In this way,
the US has been following the policy of hooligan and
it is becoming danger for the liberty and sovereignty
of all countries of the world. The attack of the US
against Afghanistan has made it much clear. On the
one hand, the US interference in the Third World
countries is increasing, and on the other hand, the
surrender of the rulers of the Third World countries
to the US imperialism and their alliances with it has
also increased. Particularly, the trend of alliance
has increased more in the context of the worldwide
campaign of the US against terrorism. India can be
taken as a shinning example of it. India wants to
suppress the movement of Kashmir and wants to
consolidate its domination in its neighboring
countries on the basis of its alliance with the US. At
present, the US imperialism has been following the
policy to establish its worldwide economic domination
particularly in backward and less developed countries
of the third world through the World Trade
Organization (WTO), World Bank (WB), International
Monetary Fund (IMF), Multinational Companies (MNCs)
and various other financial institutions. Also the US
imperialism has been following the policy that gives a
strong pressure to the countries of the third world
to close public sector industries and to follow the
policy of privatization, liberalization and market
economy and thereby to bring the whole economy of
those countries under the control of multinational
capital. After the fall of the Soviet Union, the US
has become the only super power of the world and it
has followed a policy to maintain its domination all
over the world. But the defeat of the imperialism and
victory of the world revolution is inevitable due to a
rising revolutionary tide in Asia, Africa, and Latin
America on the one hand, and the rising movement in
the capitalist countries against imperialism, the
contradiction within imperialism, the new competitive
situation developed as a result the unequal
development of capitalism in the imperialist countries
and the objective ground prepared for socialism, in
the main, by worldwide socialization/collectivization
of the productive forces on the other.
4. At present, globalization is the biggest threat to
each country for its sovereignty, nationality and
independent economic system. After the World War II,
there was a great setback to the imperialism due to
establishment of socialist system in a large party of
the world and the end of direct rule of colonialism.
In that background, the imperialism made its efforts
to strengthen its position through globalization. By
means of globalization, the imperialism is not only
controlling the trade, capital and production, but it
is also holding its domination on economy,
agriculture, politics, information technology,
education, culture and so on. The imperialists have
told us that the objective of the globalization is to
secure welfare of all human beings and economic
prosperities. But in reality, it is a capitalist
exploitation and means of oppression throughout the
world. In other words, it is a globalization of
imperialist mechanism. Eventually, the globalization
will not strengthen imperialism at any cost. Rather it
will prepare more grounds for the destruction of
imperialism. The history tells us that as the
production system takes more developed social form
widely, so as it prepares grounds for revolution.
According to this law, globalization will prepare
solid base for the world revolution so that the
decisive defeat of capitalism or the victory of
socialism is inevitable.
5. The imperialists have used WB, IMF, Structural
Adjustment Program (SAP), WTO and MNCs as the major
tools to guarantee the colonial and neo-colonial
exploitation process.
6. In the decade of 1980s, the World Bank and IMF
introduced SAP to guarantee the return of loan from
the Third World countries. The SAP has three main
organs - privatization, liberalization and
deregulation. The main objective of privatization is
to privatize all public sector industries, economic
institutions, agriculture and corporations related to
the social service and under certain situation,
institutions that make administrative policies. The
meaning of liberalization is an entrance of foreign
production, the capital or money in any country
without any control, relaxation of custom duties, the
removal of difficulties for an import and export of
foreign production, capital or money, and the
abdication of the national policies or strategies
adopted for the protection of national industries. The
meaning of deregulation is an end of government
control over industries and businesses of national
importance and subsidies provided to nationally
important industries and businesses.
7. Today, only handful of countries (USA, England,
Germany, France, Canada, Italy and Japan) called as
G-7 has taken the whole world under their control. In
fact, G-7, the World Bank, IMF, WTO and multinational
companies have established their domination in the
world. Now Russia has also been included in the group
of G-7. When there was socialist system in many
countries of the world, Russia was a strong base to
the struggle against imperialism. But after the fall
of socialist system in all for there socialist
countries, the socialist movement has become weak.
This has provided the imperialist forces with more
power to increase their worldwide domination. Yet, the
socialist or revolutionary movement in the world has
not completely finished though it has become weak at
present. The socialist or revolutionary movement has
its strong objective ground and it has its bright
future. Therefore, whatever advantages the imperialist
countries are getting from the fall of socialist
system in the former socialist countries is only for
time-being.
8. Today's globalization system is a result of the
planned conspiracy of imperialist forces to maintain
their domination. The conference held in 1944 at
Bretton Woods of USA decided to establish three
forums. In the beginning, the objective of an
establishment of the World Bank was to renovate and
develop those countries which were destroyed by the
World War II. But soon it became clear that the real
objective of an establishment of the World Bank was to
renovate the imperialism that was destroyed by the
World War II. In addition, its objerctive was to
safeguard the interests of imperialism in a new way in
changing circumstances of the world. From the very
beginning of its establishment, the World Bank has
been working continuously towards this direction.
9. Globalization means internationalization of all
lands, technology, communication, distribution and
trade etc. According to the nature of globalization,
the imperialist forces do not have their direct rule
over any country as they used to have during colonial
period. Instead, imperialist forces do have their
control over the economic and political aspects of the
country concerned. Particularly, the revolution
brought in the field of technology has prepared ground
for globalization.
10. At present, the imperialist countries have put
their emphasis on the privatization policy on a
worldwide scale. While socialism emphasizes on the
elimination of private property and collectivization
of all means of production, the private property and
private profit are main foundations of capitalism.
After the socialist revolution of 1917 in Russia,
public industries were established not only in the
socialist countries, but also in many developed
capitalist countries and countries of the Third world.
After the formation of the socialist government in
many capitalist countries of Europe, the socialist
governments started nationalization of various
industries even in their limited number. After the
great economic crisis of 1929, the governments of many
capitalist countries followed the policy of planned
economy and mixed economy in their countries. They got
involved in the economic transaction. Thus, in
addition to capitalist economy, the governments of
capitalist countries began to emphasize on the
establishment of industries in public sector. The main
objective of their policy was to solve the problem of
great economic crisis that was present in front of
capitalism. After the establishment of the socialist
systems in many socialist countries around the world,
various socialist countries began to help establish
industries in public sector. In that context, the
capitalist countries began to follow the policy to
establish industries in public sector. But their
policy did not last for a long time. Soon, the
imperialist forces vigorously started their campaign
of privatization as a worldwide strategy against
public industries to crake socialism down. Under such
strategy, the campaign of privatization was launched
not only in the emerged capitalist countries and other
Third World countries, but the campaign was also
launched in the former socialist countries to
eliminate the socialist systems. It became possible
for imperialist forces to organize their privatization
campaigns in the socialist countries due to
neo-revisionists' deviation that developed in the
communist parties of the socialist countries. Because
of the privatization policy of the imperialist forces,
it was possible for them to bring the socialist system
down in the former socialist countries and to restore
capitalism over there. Now it has been worldwide
phenomena.
11. The process of privatization of public industries
in the developed capitalist countries began first in
the decade of 1980. After the most conservative
people like M. Thatcher and R. Regan coming into power
in the Great Britain and the US, they followed the
policy of privation of public industries. For the
first time in 1979, the government of the Great
Britain headed by Thatcher decided to privatize a
petroleum industry. Now the privatization has taken
its worldwide shape. At the beginning, they privatized
basic industries and banks. Then after, the
privatization of all economic institutions,
transports, communication, education, health, and all
social service related institutions is going on
worldwide. In that context, all industries, economic
institutions including agriculture were privatized in
former Soviet Union and former socialist countries.
After the unification of the East Germany and West
Germany, their12369 economic industries or economic
institutions were privatized in between 1990 and 1993.
Until the middle of 1993, 80,000 economic institutions
in Poland, 7000 in Czechoslovakia and 11,000 in
Hungary were privatized. There are continuous efforts
to encourage for the privatization of public
industries and liberalization or introduction of
market economy and foreign capital in China. The
process of privatization and liberalization has been
massively growing in the countries of the Third World.
The imperialist powers and their financial companies
have put much of their efforts on privatization in
Inda, Shrilanka, Bangladesh, Pakistan and Nepal of
South Asia. By threatening to stop the economic aid
and other types of loan, the imperialist powers have
made the Third World countries compelled to follow the
policy of privatization.
12. The history of privatization is about for two
decades. So far as the question of an establishment of
industries under private ownership is concerned, it
has been in practice since But in general,
privatization means the transformation of public
industries into the private sector. This type of
privatization process has been the global fenomena
within the last two decades. The process of
privatization has been successful to break the public
industries, economic institutions and other
institutions related to the social services in the
former socialist countries, developing countries of
the Third World and even in developed capitalist
countries. The main objective of privatization of the
capitalism is to break the foundation of socialist
economy and thereby to do maximum exploitation of the
peoples and to centralize or concentrate properties.
In order to achieve their goal, they emphasize to
increase the rate of price soon after the
privatization of public industries and economic
institutions. Its main objective is to make profit. It
is true not only in the backward or developing
countries of the Third World, but it is also true even
in the developed capitalist countries. The price hike
of electricity and water soon after their
privatization in the Great Britain exemplifies this
fact. In the Third World countries including in Nepal,
there is a trend to give emphasis to hike the price.
Under this policy, the capitalists make efforts to
exploit consumers and make profits by increasing price
after the privatization of public industries, economic
institutions and social services.
13. Liberalization policy lays emphasis to remove
national obstacles and make custom duties relaxed for
an introduction of foreign capital in any country. In
this way, it helps establish domination of
multinational companies in the Third World countries.
Deregulation prepares necessary grounds for the
termination of government control and government aids
in basic industries or agricultures.
14. The objective of the globalization or
privatization, liberalization and deregulation is not
only to increase exploitation of consumers, its
objective is also to weaken the foundation of national
industries of developing countries on the one hand,
and make these national industries unable to compete
with multinational companies so that they make as much
profit as they can for the imperialist countries and
their economic institutions. The main strategy of the
imperialist countries is guided first by the maximum
exploitation of the working class of the developed
capitalist countries and second by the efforts to
strengthen their domination in the less developed
countries. In order to fulfill this strategy, they
make coalition with the reactionary forces of the
Third World. The rulers of the Third World countries,
for their reactionary or petty interests, adopt the
policy to serve the interests of the imperialism by
betraying the national interests.
15. The establishment of WTO took place in 1995.
Before that it was working in the form of General
Agreement on Trade and Tariff (GATT). GATT was
established in 1948. After the negotiation or
compromise of many stages, GATT as a permanent
organization was transformed into a WTO. Until now
about 150 countries have already become its members.
Recently, Nepal has also become its member. Before
Nepal used to take part in the conference of WTO as an
observer. Today WTO controls 90% of the world trade.
It is now establshing its domination on agriculture,
industries, communication, transport, professional or
social services, education, health etc of all
countries of the Third World. WTO in collaboration
with the World Bank, IMF and multinational companies
is working either in favor of the imperialist
interests or it is working to strengthen
globalization.
16. The main objective of WTO is to work to fulfill
the objective of GATT. It intends to establish the
worldwide policy of free trade by deregulating all
kinds of custom duties or national control. After that
the members of any country have no control over the
trade or industries of that country. Thus the country
becomes subjugation to the international imperialists
economic institutions of. According to the law of WTO,
all member countries should follow liberal or free
market policy towards an import of products of other
countries. For that they need to give-up custom duties
by its gradual decrease. They should give open
concession to the foreign capital. They should
privatize national industries, bank and various social
services. But it is to note that on the one hand the
imperialist countries talk about the liberalization
and free market in a worldwide scale, and on the other
hand, they adopt various methods to control an import
of foreign goods into their countries. Thus, the main
objective of imperialist countries is to establish
their monopoly in the less developed countries of the
Third World no matter whatever the imperialist talk
about free trade.
17. According to the working style of the WTO, the
production of goods, the exchange for import trade and
end of government help and subsidies have special
meaning and importance. According to it, they should
stop providing subside mainly on agriculture,
agriculture fertilizer, foods or the production and
import of primary types of raw materials. As a result,
there is a negative impact on production due to their
big investment on the one hand, and the price
increases on the other. Consequently, it is not only
difficult for agro-based production to compete with
foreign production within the country and in the
international market, it is also equally difficult to
maintain the production. This in turn leads to the
deterioration of national production or national
industries in the Third World countries, which again
provide space to foreign goods in these countries.
18. Trade Related Intellectual Property Rights (TRIPS)
is a very important organ of WTO. It provides an
additional support to expand and consolidate
multinational companies around the world. This
agreement keeps all technological and scientific
developments under intellectual properties. All types
of copyrights, trademark, industrial design, patent
rights, computer program, mathematical formula etc
come under the intellectual properties. This agreement
provides rights to various trees, plants, seeds and
foods. According to a statistics, about 3500,000
patent rights were registered till 1993 and among them
almost all were from the developed capitalist
countries. The share from the Third World countries
was minimal. Even the big country like India had only
one percent share in the patent rights registration.
Such types of agreement establishes not only absolute
monopoly of the developed capitalist countries in
technological and industrial innovation and production
or natural resources, it also makes them very
expensive which in turn increases poverty of the
people in the Third World countries. Moreover, it
controls the development and use of technology in the
Third World countries. Thus TRIPS has become a new
powerful weapon of imperialist countries of the world
for their domination.
19. The facts presented by economists and the
conclusions made by them after their analysis of
globalization system and its associated financial
corporations, their policies and programs are of
serious nature. The statistics clearly shows that
within a period of a decade, the condition of the
peoples of the Third World countries is more
deteriorating than before. Compared to the per-capita
income of two decades ago, the present day per-capita
income in many of the Third World countries is
decreasing. The income of 20% peoples who live under
absolute line of poverty is decreasing more than the
income of 4 decades ago. The Third World countries
supply mainly crude raw materials, but their prices
are decreasing. The crimes related to smuggling,
various types of social crimes, drugs, archaeological
materials, and trafficking of women and young girls
are increasingly growing. The cultural encroachment of
imperialist countries in the Third World countries is
also incredibly increasing.
20. The main strategy of the financial corporations of
the imperialist countries is to destroy the national
industries of the developing countries. The loan
provided by these financial corporations to the
developing countries are mainly unproductive.
Particularly, they give priority to import consumers'
goods and foods targeting mainly either to destroy the
national industries and agriculture or to weaken their
capacities to compete with the production of the
developed capitalist countries. As a result, instead
of improving the conditions of the industries and
agriculture of the Third World countries, they further
become worse than before. Some examples will make it
clear. After the privatization, jute industry of
Bangladesh is almost closed down. Jute industry in
Bangladesh is the main source of national income. The
destruction of this industry has greatly damaged the
national economy of Bangladesh. The imperialist powers
forced the government of Algeria to devaluate its
economy time and again. The devaluation greatly
damaged the national economy of Algeria. The
privatization of water systems of Manila in
Philippines caused 5000 workers to remain as
unemployed. In this context, an example from Somalia
of Africa is particularly noteworthy. The policy of
developed capitalist countries is also to make the
Third World countries as their dumping site of their
low quality products. They use their good quality
products by themselves, but they send all of their low
quality products to the Third World countries.
21. These days, the genetics engineering is developing
fast in the world. This technology is used mainly in
the field of agriculture. It is told that the main
objective of this technology is to provide food
security and solve the problem of hunger. In fact, its
main objective is to establish absolute monopoly of
multinational capital in the agriculture of the world
and to make maximum profit for the monopoly capital.
Instead of traditional or local seeds, genetics
engineering gives priority to the new and improved
variety of seeds. The new and improved variety of
seeds are produced after the cultivation of local
seeds, but the genetically modified new variety of
seeds are prepared according to the new methods to use
for each cultivation. This restricts the farmers from
the use of their own seeds which they prepare by
themselves in their own fields. In this way, the
ownership of farmers over their seeds is removed
forever and the big capitalists establish their
absolute monopoly over it. This becomes a great source
of their profit. The Genetically modified new variety
of seeds has greatly damaged the agriculture and
farmers of the developing countries. It has completely
destroyed the traditional agriculture farming systems
in the developing countries. The danger is that there
is a possibility of monopoly of multinational capital
in the field of agriculture of the developing
countries.
22. In order to serve and safeguard their imperialist
interests, the imperialist countries put pressure to
change the national governments, intend to interfere
in the national sovereignty and national security,
adopt new economic policies in favor of the of
imperialist countries, pressurize and compel the
governments of various countries. If the governments
do not agree with the policies of imperialist powers,
the imperialist powers threaten and warn developing
countries and stop economic cooperation and other
support programs. If their interests are not served,
the imperialist countries do not even hesitate to
create disturbance and to organize anti-government
movement. The reality is that the imperialist powers
have formed their own political organizations in many
countries to work for them. By buying the political
leaders of various political parties or helping them
to install in the political power, the imperialist
powers ask the political leaders to work for their
imperialist interests. In this way, globalization has
made a total damage not only to the economic aspect,
but it has also made total damage to all aspects of
their life. Therefore, the struggle against the
globalization in all countries at the national as well
as international level has become the historical
necessity of the day.
23. At present, the capitalists have considered
globalization as the big historical achievement for
the development of capitalism. Furthermore, they have
begun to think that globalization can achieve victory
over all kinds of irrationaities that has appeared in
capitalism, economic crisis, over production or
various kinds of perversion and contradiction.
Globalization will give permanent solution to the
victory over all kinds of perversion. By putting
forward such ideas, the bourgeoisie thinkers or right
revisionists had imagined stability, peace or
permanency in imperialism in the past. But the growing
contradiction within imperialism, workers' movement,
and the growing national liberation movement in the
Third World countries themselves have proved concepts
of stability, peace or permanency in imperialism to be
wrong. In this context, they have also put forward the
concept of uni-polar world. But the development of the
world is going not towards uni-polar, but it is going
towards multi-polar direction. While Japan, European
Union and Russia are competing with America as other
super powers, China is also developing as another
super power. All these facts prove the concept of
uni-polar world as a wrong concept.
24. The imperialist powers have been utilizing
electronic equipment, fast means of communication and
transport and powerful weapons not only to maintain
their economic, political and cultural domination,
they have also been using these instruments to
capitalization of mode of thinking of all people to
weaken the socialist, leftist and revolutionary
thinking. But they have not been able to foresee the
possibility that the same instruments could be used
against imperialism and in favor of socialist
revolution. This is always happening in the history.
In different stages and different periods of the
history, the reactionary forces have used various
instruments to strengthen their position, but the same
instruments have been used against them. The same is
true in the case of the globalization.
25. According to imperialist forces, the objective of
globalization is to solve the problem of national
boundary and to end international conflict. In fact,
globalization is a kind of internationalization of
capitalism, but due to contradiction among imperialist
forces, internationalization of capitalism is not
practically possible. There are mainly three major
centers of the world imperialism- America, European
Union and Japan. There is a continuous conflict among
them to control the world market. The competition
based on the profit of capitalism and anarchical
nature of production in the context of globalization,
it is not possible for imperialist forces even to win
over their national contradictions, and it is not
possible for them to do so due to the present nature
of capitalism. Besides, each nation has its own
separate firms, industries, banks and corporations and
there is a perennial type of competition among
themselves, which further give birth to various types
of contradiction. Therefore, it is not possible for
the imperialist forces or their industries and
financial institutions to control the contradiction
that appear at the national level. Yet the imperialist
forces put pressure or compel to the developing
countries to give up their nationality, sovereignty
and national interests for the sake of imperialist
forces. In principle, the imperialist countries put
emphasis on the policy of free market or open custom
duties for the Third World countries. But in practice,
it is found that the imperialist countries have
followed the policy to protect markets of their own
and markets in the area of their influence while they
put much of their efforts to encroach into the markets
of other's protected areas. Because of these reasons,
various conflicts took place between America on the
one hand and European Union or Japan on the other in
the past.
26. At present, only a handful of capitalists are
hoarding properties in the capitalist countries. In
order to raise big profit, they have been continuously
cutting down the wages and other facilities of the
workers. The basic salary of the workers is
continuously decreasing in the developed capitalist
countries resulting in the negative effect on the
livelihood of the workers. The over production,
economic blockade or economic crisis have not stopped
in capitalist economy. Such type of trend is going on
and it is continuously on the increase world widely at
present as well. In the western capitalist countries,
the economic depression is increasing in recent years.
This is the beginning of another economic depression
after 1929. America, European Union and Japan have
been greatly affected by such economic depression. The
reduction of the size of the workers in a large number
and the problem of unemployment indicate the economic
depression of the capitalist countries. The US alone
has removed 3000,000 workers from their jobs after
1980 and the trend is going on after the decades of
1980s. The same situation prevails in other capitalist
countries. As a result, large number of factories were
closed in the US, European Union and Japan resulting
in unemployment problems. This is a problem not only
for the US, European Union and Japan, but it is a
general problem of all capitalist countries. This has
contributed to the development of class struggle of
the workers in a new way in these capitalist
countries. In this context, the economic crisis of
Philippines, Indonesia and South Korea are remarkable.
This clearly shows that it is practically not possible
for the capitalism to suppress the struggles that
emerge within oppressed nations or developed countries
against contradictions and irrationalities developed
within capitalism during the course of globalization
of imperialism.
27. The Western imperialist countries spent an immense
amount of money to produce arms and ammunition. This
requires them cut down the great amount of budget for
health, education, residence, foods, and employment.
The reduction of budget for social services greatly
affects the daily life of the peoples. The sale of war
materials is one of the major sources of income for
imperialist countries. America has the major place in
the sale of war materials. America has 70% shares in
the sale of war materials and among the sale 67% is
exported to the Third World countries. In the past
decades, they made a lot of money by selling war
materials during the Korean, Vietnam and Afghan wars.
For a long period of time, the US produced war
materials in the name of the danger from the Soviet
Union or communism and sold those productions to earn
large profits. In that context, the imperialist forces
encouraged war business by forming NATO, CEATO and
Baghdad Pact. Even today, the imperialist forces have
been trying to promote their war business by waging
wars in different parts of the world under various
pretexes. At present, the imperialists have exploited
75% of the total resources.
28. At present, in many countries of the world, the
chauvanistic activites are growing. The main objective
of such activities is to create division and conflict
among exploited, oppressed and working peoples in the
name of religion, race and nations. By following
Hitlerite policy, neo-fascist ideas and activities are
countinuosly growing in Germany. Similar types of
ideas and activities are growing in many parts of
Europe. Such activities have been appearing in
different forms in Yugoslavia, Indonesia, America,
Africa and many other countries of the world and due
to this, many innocent people have lost their lives.
Five hundred thousand peoples lost their live in
Uganda due to communal riots. While such activities
cause great harm to the class struggle or
revolutionary movements, imperialist forces take great
advantages of them. Therefore, imperialism and the
reactionary forces of various countries make planned
conspiracy to block the revolutionary movements based
on true revolutionary principles and political lines
by making efforts to deviate such ideas and
activities. In this context, the naked Muslim
fundamentalism followed by the Taliban rulers and the
suppression of human rights of women and other
communities in Afghanistan is especially remarkable in
this context. In Iran, the Muslim fundamentalists are
continuously making their efforts to suppress
reformative attitudes. They are making enormous
efforts worldwide to promote religious extremism even
in the twenty first century. This will negatively
affect the peoples' consciousness and revolutionary
movement. The collective suicide of 400 people in
Uganda is a serious example of such type of religious
extremism that has appeared worldwide. The imperialist
forces follow the policy to encourage those
communities who are involved in such religious
sentiment or activities. The real objective behind
their policy is to divide or weaken anti-reactionary
forces revolutionary movement based on correct
principle and political line. There still exists a
discrimination against the black peoples in America.
The discrimination, oppression and male domination
against women still exists even in today's twenty
first century. The UN has adopted various conventions
to eliminate discrimination against women. Yet the
position of women equals to the position of the Second
class citizen even in the developed countries of the
world.
29. The revolutionary movement of the world has become
very weak in the last decades. As a result, the attack
and oppression of imperialist and reactionary
countries against the working people and oppressed
nations and their movement is increasing. The
imperialist countries have intensified their
interference in various countries by themselves
through the UN. The UN has merely been an instrument
to serve the interests of imperialist forces. The
continues attack against Iraq and economic blockade in
it are particularly noteworthy in this context. This
has not only affected the economy of Iraq, it has also
made great harm to the health of Iraqi peoples, their
education, their living standards, and their
children's lives. Iraq is a burning example that
justifies how inhuman and cruel are the imperialists
and their character. We have Palestine in front of us
as another example. It has already been a long time
that an agreement reached between Palestine and Israel
under the mediation of America. Yet, there is no
possibility that Palestine would get freedom in the
near future. Still hundreds of people are killed and
thousands of them get wounded as a result of Israel's
attack. Thousands of Palestine political prisoners are
still in the jails of Israel. Israel is continuously
bombing in the settlement areas of Palestine killing
large number of peoples. This type of act is against
the policy of the UN. But the Security Council of the
UN has not yet been able to pass any resolution
condemning such inhuman and cruel activities of
Israel. Now Israel has started a declared attack
against Palestine by breaking all forms of relations
with it. The military rulers have put Ang-Shang Suchi,
the elected Prime-Minister of Myanmar under home
arrest for a long time. The military rule has been
established in Pakistan by dissolving its
parliamentary system. There is a dictatorial rule in
Turkey for a long period of time. The royalists in
Turkey have been under going for hunger strike to
death against the dictatorial rule. Thirty people have
already sacrificed their lives as a result of hunger
strike. More than 1000 political prisoners are in the
queue to take part in the hunger strike. The Fascist
rule does still exist in many countries of the world.
Wherever there is democratic or parliamentary system
in a visible form, there exists a Fascist rule in its
hidden form. So long as the state remains as a
mechanism of oppression and so long as it remains at
the hands of exploiting class, the real democratic
system cannot be established in any country.
30. Despite such difficult and unfavorable
circumstances of the world, the struggles against
imperialist and reactionary forces have been
continuously progressing in one way or the other for
the last decades. After the fall of socialist system
in the former socialist countries, imperialism has
felt that the great roadblock for an expansion and
consolidation of their domination in the world has now
been removed. But it does not mean that their path has
been absolutely clear. The struggle against
globalization or imperialism and their policies is
rising not only in the Third World countries, but it
is also rising even in the developed capitalist
countries. In the past years, there were worldwide
movement among them, the struggle for the salary of
the workers in the capitalist countries, movement for
family allowances, the struggle against budget cut in
a planned way in various welfare programs, the
struggle against the budget cut in education in
Belgium, the workers' struggle in Germany, the
struggle against the price increase on petroleum in
France, the struggle against the elimination of
subsides for the farmers in various countries of
Europe, the protest rally of farmers in the
Headquarters of WTO in Switzerland, the workers'
struggle in America against the monopoly capital,
atomic struggle, struggle against energy, the struggle
to protect environment or the struggle against
pollution, the massive movement in various countries
of Europe and America against the invasion in
Afghanistan are particularly remarkable. In the Third
World countries, the struggle against the intellectual
property rights in India, the struggle against
privatization of banks and other social services and
World Bank's anti-subsidies policies in Shrilanka, the
struggle against an import of cheap rice from America
in South Korea and the workers' struggle, the struggle
against America's free trade agreement in Mexico, the
struggle against the public education system and
privatization of government properties in Bolivia, the
growing public dissatisfaction and peoples' movement
in South Africa, the recent protest rally in Duwarsi
and the struggle against the foreign multinational
projects in Nepal are equally remarkable. Besides
these movements and struggles, there are many other
struggles against the financial institutions of
America. In this context, the mass rally in Seattle
during the annual meeting of the World Bank is
incredibly remarkable. The mass protest rallies
organized in India, Bangladesh and other parts of
Europe during the visit of the former president of the
US also indicates the worldwide growing
dissatisfaction and peoples' anger against
globalization or the US imperialism.
31. At present, the national liberation movements are
going on in many countries of the world. But due to
lack of correct ideology and political leadership,
many of the peoples' national liberation movements
have been converted into terrorist like activities. In
many countries, the unconstitutional killings of
innocent citizens, children and poor people from the
working class in the name of struggle for freedom
exemplify the terrorist like activities.
32. Today, there is a massive corruption within ruling
clases or in the parliamentary system on the one hand.
But the movements against such corruption of the
reactionary forces are also going on side by side in
many countries of the world and many countries have
been able to remove the corrupt rulers from the power
on the other. In this context, anti-corruption
movements against Israel's President Ezer Wain Man,
Indian Prime Minister P. V. Nara Singh Rao,
Philippines' President Joseph Strada, Bangladesh's
former Military Ruler General Ershad etc. are
particularly noteworthy. Due to strong public opinion
or peoples' strong movements, public actions against
the rulers of many countries for their oppression have
become successful. Due to this, the rulers were forced
to resign from their posts. In this regard, it is
noteworthy to note that while the former President of
Chile Mr. Augusta Tilocho was put into custody inside
his own residence, the former President of Peru, Mr.
Fujimoro was forced to resign and the former Prime
Minister of Congo Mr. Bernnard was given death
sentence. Several important and successful movements
against corruption and corrupted rulers come from
South Korea and Japan.
33. Today, the bourgeois and petty bourgeois thinkers
tell us that the theory of Lenin's imperialism and
proletarian revolution is a matter of the past and it
has no rationale. They also tell us that the idea of
Lenin's class struggle and armed-struggle or
dictatorship of proletariat class is irrelevant in
today's world. But if we do the total evaluation of
today's imperialism, globalization and the world
circumstances, Lenin's analysis on the characteristics
of imperialism, there is no doubt that his ideas are
equally correct even today. It is not possible to
understand correctly the characteristics of
imperialism or proletarian revolution and take correct
policy about it if we ignore Leninist principle.
34. In the context of analyzing the present
international circumstances, the attacks in Pentagon
and the World Trade Center has special importance. In
fact, the attack is an _expression of the worldwide
dissatisfaction and contempt against the world
imperialism, particularly the US imperialism or its
policy of globalization. Pentagon is the military
headquarters of America and the World Trade Center is
the headquarters of the WTO. Therefore, the attack in
these two headquarters represents the public opinion
of the world against imperialism. The successful
attack has also proved that the US or its military
power is internally very weak. Yet, it is not possible
to destroy the imperialist exploitation through the
terrorist and conspiratorial action. It is possible
only through the worldwide national liberation
movements and socialist movement. We cannot support
the bomb attack in the US and we cannot consider it
just attack, because it killed many innocent people.
Eventually, this type of attack does not contribute to
anti-imperialism struggle, rather it will weaken the
role of the people and thereby the role of the
movement against the imperialism. At present, the US
imperialism has declared war against terrorism at the
international level. In fact, the main source of
terrorism is the US itself. We need to pay serious
attention to the question associated with the
declaration of war against terrorism. On the basis of
the war against terrorism, the US imperialism is
following the policy to violate all kinds of
international conventions, laws and agreements. In the
name of terrorism, the US is trying to establish its
monopoly in the world to eliminate revolutionary
movements against imperialism and expansionism. It is
pushing all innocent peoples of the world to
participate in the war and it is threatening and
interfering in the sovereignty of the independent
nations. The US persuades all countries to take its
side. If some countries remain neutral, the US
threatens to the extent that these countries as being
supporters of terrorism. Thus, by violating the
principle of neutrality recognized by the world, the
US has demonstrated its war mongering attitude. This
has revealed the reactionary and fascist character of
the US imperialism. It has also been clear that the
main objective of US invasion in Afghanistan is not
only to finish Taliban and Bin Laden, but its main
objective is also to establish the US domination in
Afghanistan by forming its puppet government. By
establishing its domination in Afghanistan, the US
intends to expand and strengthen its strategic
position in the peripheral countries of Afghanistan.
It is also clear that the US invasion will not be
confined into Afghanistan alone. After the
Afghanistan, the US will follow the policy to invade
other countries as well and has been clear by its
attack upon Iraq of occupation there.
35. Under such global circumstances, it is the main
duty of all Marxists-Leninists of all countries of the
world including Nepal to struggle against all kinds of
imperialism and expansionism and to provide support to
the struggle against them. This type of struggle,
first of all, should be grounded on the high level
revolutionary principle. Only the struggle based on
revolutionary principle can successfully move forward
the struggle against imperialism. There is a serious
danger to all human civilization and human beings
themeseves from capitalism. The capitalism uses all
means of knowledge and sciences, innovation of
weapons, wars and Great Wars for its maximum profits.
In order to serve its interests, it is a minor thing
for the capitalism to make damage or destroy to human
wellbeing, human civilization and human communities.
Given the capitalism-led growing dangerous
circumstances for human beings, the security is
possible only after the complete fall of the
capitalist system that is based on private profits and
exploitation and the establishment of socialist
system. Therefore, today's fundamental international
duty is to wage a revolutionary war against capitalism
and imperialism to establish socialism. In this war,
the role of proletarian class has a great importance.
Besides, it is necessary to base such struggle or
movement on the policy of a broad united front.
Furthermore, it is essential to advance
anti-imperialism and anti-expansionism struggle by
grounding it on the revolutionary principle and a
broader united front at both national and
international level.
